It’s not totally clear from your question if you’re asking about having built a WordPress site, or a plugin that you’re looking to list on the WordPress plugin directory.
In either case it’s worth noting the difference between WordPress.com vs. WordPress.org. You’re posting on the WordPress.com forums, which is a platform that enables easy hosting of WordPress websites. If you’ve used the free and open source WordPress software and are hosting your website elsewhere, support for the WordPress software is managed in the support forums on WordPress.org
If you’ve built a website using WordPress, there’s no need to get authorization from anyone before launching your site. The WordPress software is free and open source so anyone can use it however they like.
