  You’ll be able to use the “Live chat” only if you have upgraded WordPress.com account.
  Personal, Premium and Business plans come with the “live chat” feature.

  In forums, Volunteers will reply you, and if you wish to bring “Staff or Happiness Engineer” attention or want a reply from them you can add “modlook” tag from the tags option the right-hand side of the thread.
