  You can’t. At present there are no chatboxes available, I am aware of, that can be used on free hosted WordPress.com blogs. There is no FTP access and we cannot install a chatboard, chatboxes or forum plugins for security reasons. http://en.support.wordpress.com/code/ They are only for WordPress.org installs and can’t be used on free hosted WordPress.com blogs. http://support.wordpress.com/com-vs-org/

  You can register a forum on the internet and then create a custom menu in your blog and include a custom link to the forum in it.

  Or you can register another WordPress.com blog and enable the P2 theme on it (twitter like theme) and create a custom menu in your blog and include a custom link to the new P2 blog in it.

  No, that is not helpful. You can’t install plugins on a WordPress.com blog.
