  Live chat is offered when you have a paid plan on WordPress.com hosting. See ways to get help here- https://en.support.wordpress.com/help-support-options/

  Keep in mind that if the site isn’t hosted on WordPress.com servers, then the forums at https://wordpress.org/support will be better for this question. Here’s a bit about the differences- https://en.support.wordpress.com/com-vs-org/
