Live Site CSS issues

The strangest thing, whenever I create a new page, it doesnt show the theme css. If I reset the permalink then my already created pages go haywire too.What could be the issue? I dont have any cache plugin cuz when I do add a plugin, the site goes haywire too! I keep reuploading the database and it comes back picking up the css. I create a staging site and that site doesnt have this issue,, I can create a page without issue!
