Livro theme: Unable to edit Navigation bar

  I recently wrote a new page (Bylaws) I wanted to add to my navigation bar. I went to the Editor (Appearance > Navigation) but am only allowed to rename, duplicate, or delete the navigation bar. I am not able to add new items.

  

  Attempting to edit the About block gives me similar issues.

  

  I remember being able to find a (+) icon somewhere in here, but can’t remember how for the life of me. I don’t believe this would have disappeared for no good reason.

  Is there a different menu I should be working in to make these changes?
