Loading my theme from cssigniter to my wordpress account

  Hello,
  I believe I have exhausted every forum and post and I’m still having trouble changing the theme in the css code.
  Cssigniter states on their website that I should have a add new theme button option on wordpress, which is not available??!!
  Please help

  Those instructions refers to self-hosted WordPress sites, where you host the WordPress software on your own hosting.

  On WordPress.com, we host everything for you, and you can choose from our collection of curated themes, which can be modified with custom CSS through the Business or Premium plan.
