If the backup includes site database, files, themes, and plugins, then you’d want the Business plan to take advantage of things like adding plugins to your site here on WordPress.com, accessing the site files via SFTP, using phpMyAdmin to access and manage the database, and more. If your exported backup .tar.gz contains only an XML file, I would suggest extracting the XML from that archive file, so you can import it using this method:
