Do you have a domain in mind for use? If this has already been purchased with a domain registrar, this can be connected to WordPress.com as per these steps: https://wordpress.com/support/domains/connect-existing-domain/
A paid plan would be required in order to set a primary custom domain.
If the domain is yet to be registered, this can be registered via Upgrades > Domains, and is free for the first year of registration, with a plan.
To check have you built a site offline in a local host? If yes, This can be imported in using a plugin call All in One WP Migrate, this guide here explains how to use this plugin here: https://en.support.wordpress.com/import/import-using-all-in-one-migration/
In order to import the site into WordPress, the site would need to have a WordPress.com Business plan.
