Localization and difference btw wp 42 and wp 4.3

Hello everybody,
Searched to find helpful information, but couldn’t find.
Am working on Amharic language localization on WP 4.2. The translation is on 97% now. When I check the amount of translation for WP 4.3, it is only on 59%. I think the translation from 4.2 mirrors to 4.3.
I use https://translate.wordpress.org/projects/wp/.My question is:
Knowing that every string on 4.2 and 4.3 can not be the same, I think the difference is too many. Or, may be am missing something?
