Hi. I read the WPBeginners article on How to Easily Add Title Attributes to Images and want to know where the Restore Image Title plugin is located and how I may install it.

If you’re running a self-hosted WordPress site on your own host you can find the plugin here:
https://wordpress.org/plugins/restore-image-title/
If your site is hosted by WordPress.com, you can’t install that plugin here. If you refer to the page timethief linked just above, you’ll see that image title attributes can be added in the “Advanced Options” area of the media editor.
“Image Title Attribute controls what will be displayed as a tooltip when a reader hovers over your image.”
