I entered the incorrect password too many times – despite resetting it repeatedly and saving it and now my IP address is blocked and I can’t get into my dashboard.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If this is true, then changing your IP address might resolve the matter. Have you tried to resetting password?
