Locked out due to SMS two-factor authentication – email access available

I am posting from a different WordPress.com account because I am completely locked out of my primary account.
I have full access to the email address associated with the locked account and I can reset my password successfully.
However, I cannot log in because SMS-based two-factor authentication codes are not being delivered, even though my phone number is correct and active.I have tried multiple times and verified that my phone can receive other SMS messages without any issue.
This appears to be a delivery or 2FA issue on the WordPress side.My websites are self-hosted WordPress.org sites, not hosted on WordPress.com.
I am requesting assistance with a manual two-factor authentication reset via email verification.

I understand that backup codes should normally be used in this situation.
However, I do not have access to my backup codes. They were generated a long time ago and are no longer available.
I still have full access to the email address associated with the account, and I can successfully reset my password.
The issue is strictly related to SMS-based two-factor authentication codes not being delivered, despite my phone number being correct and active.
Because of this, I am requesting a manual two-factor authentication reset after email-based identity verification.
