both myself owner and another person acting as webmaster having problems logging into dashboard. i received notation stating that I am a spammer?

Sorry to hear that you are having some trouble signing into your dashboard. I can see that the site URL http://www.neighborshelpingneighbors.org is a self-hosted site on InMotionHosting.org. This forum in particular is set up to help those sites hosted here on WordPress.com. See here for the difference between WordPress.com and WordPress.org: https://en.support.wordpress.com/com-vs-org/

If you are having problems with logging in to the admin dashboard of your site, you can request a password reset by going to your site’s login page here
Also, I wanted to add that your login page can be connected to a WordPress.com account, but it looks like the connection may not be set up yet. This is a JetPack feature. Here is a helpful link regarding this: https://jetpack.com/support/sso/
