I am looking to create a website which requires users to have a set of details to view the content. Can anyone help me with this?
The site would need to be private. Prospective users would receive their log-in key. The prospective users would also need to be able to comment/open discussions on the webpage.

The blog I need help with is: (visible only to logged in users)

    You have two options:

    1. WordPress.COM Business plan https://wordpress.com/pricing and installing a plugin.
    2. Moving to self hosted WordPress https://move.wordpress.com and installing a plugin.

Blogger installed plugins and third party or custom themes cannot be used on WordPress.COM hosted sites unless you have a Business Plan. We have 4 different plans: free, personal, premium and business. All hosting is free regardless of which plan you choose. You can view all wordpress.com plan features here https://wordpress.com/pricing/

All support docs are at https://en.support.wordpress.com/

Uploading Custom Themes or Third Party Themes

Also note that if you upgrade to a Business plan and install plugins, and then downgrade to a lower plan, the plugins and all features unique to the Business plan will no longer be available for your use.

You cannot hand out username accounts and passwords on a wordpress.COM hosted site. Here at wordpress.COM the closest you can come to that is to Build a Membership website: https://en.support.wordpress.com/tutorials/build-a-membership-website-tutorial/
