Logging into my wordpress.org site shows wordpress.com top admin bar. I used to be able to see options for editing the current page, but now it’s very limited with only the ‘My Site’ and ‘Reader’ buttons along with a ‘write’ button the far right and account details.

It sounds like you have the Jetpack WordPress.com toolbar turned on: https://jetpack.com/support/masterbar/
You might request support from Jetpack if this changed or isn’t working as expected. Sometimes disconnecting and reconnecting your site can be helpful with issues like these.
