The first URL above it to a wordPress.ORG site, not to a wordpress.COM site. We34 casnnot help with that site as it is not hosted here. You are posting to thw rong support forum.
We provide support only for wordpress.COM hosted sites. Our support docs do not apply to
(1) local installs of wordpress.ORG software on your own server or
(2) wordpress.ORG software installs on paid hosting, and we do not provide support for them at wordpress.COM.Also, note that we do not provide Jetpack support https://jetpack.me/support/ for sites linked to wordpress.COM accounts with the Jetpack plugin so they display on the My Sites wordpress.com account page.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. As you are referring to a site that is not hosted here, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

I’m sorry timethief, but your statement is incorrect.
With the most recent updates to WordPress.com/.org/Jetpack and the mobile apps, there is a federated login system. Logging into the desktop app and mobile app with your .com credentials gives you access to every WordPress site you manage, whether at wp.com or a custom domain.
Furthermore, you can now manage custom domain .org websites from within the .com Dashboard – posts, pages, themes, and plugins.

Yes, but the OP gave no indication that they were using any app. An in fact, posting the login URL like they did says to me that they are trying to log into their site directly from a browser.
In which case they would need to talk to their webhost or seek out some help here: http://wordpress.org/support/
