  Is this login and registration for folks that are visiting your site?

  If so, you’ll need a membership plugin.

  To use plugins on WordPress.com you would need to upgrade to our business plan. Otherwise, you can take the more hands-on approach of using the free, open source, WordPress installation. See here:
