login for new users

We have automattic / wordpress.com hosting for our wordpress.org site. I created a new user but they can’t log in. Even if they reset their password, when they go to log in, they get redirected to log in at wordpress.com and it says that there is no account. I can’t seem to figure this out. The regular /wp-admin or /wp-login URLs do not work.
The site I need help with is [visible only to staff] (email visible only to moderators and staff). It is not hosted by WordPress.com, but it is connected with Jetpack. This site is not linked to my WordPress.com account.

The account you’re using to post here is only a few hours old, doesn’t own any sites on WordPress.com, and is not a user on the site you indicated. So we cannot help you with any issues regarding that site.
If you own the site under a different username account, please log into the correct account and contact live chat support at https://wordpress.com/help/contact so they can help with this.
If you are not the site owner, please ask the site owner to contact live chat support for help, as we can only help with user accounts on the site if directly requested by the account that owns the site.
