  Hi there,

  WordPress.com does not allow access to our site via FTP. Instead you add any media or document files which you need too via the Media Library. The files which make up your WordPress.com installation are not accessible for security reasons.

  You can indeed add files to your site, but instead of using FTP, you will have to use our Media Library Uploader.
