Login Problem. No Email Received to Recover password

The Primary user of the website I built with WordPress lost access to the website after he received a message from WordPress to change the website’s password because it is too weak. All effort to regain access to the has been unfruitful since then. This website is hosted on Namecheap.
I tried Forget Password option, after entering the username, it say link has been sent to the email address of the website, but no email was received. I tried this repeatedly, no email came in.
What could be the cause of this problem?
Also what can I do to regain access to the website?Thanks for your assistance.

We are unable to help because we don’t host your site directly on our WordPress.com managed hosting. Instead, your site is hosted with a different provider on a separate host, and we’re not able to access the backend of your site to take a closer look.
