Login to wordpress.com doesnt go to the website

  Hi I am writing on behalf of a friend who has the above website. He has lost his logins and so this morning we went through the process of resetting a new password but when we logged in there were no sites. He has not been able to edit his site since 2017. What steps can we take to try and get him access to the above site, given that the logins we have now is just to an empty admin with his profile and nothing else. I suggested that he may have used a different email but he says no he has only ever had the one.
