It goes the full width of the wrapper. Do you mean you want it to go the full width of the browser window?

It is a problem. To do that the “header” area of the theme has to be an element that is defined outside of the “wrapper” (the main container of the page) so that it can extend the full width of the browser window and then the rest of the site is put below that header element.
If you put a grey repeating image into the top of the “body” the problem is that that grey band would stay fixed relative to the top of the browser window. When you are logged in or logged out of wordpress, the wrapper or container, and all the elements in it will shift up or down by the width of the grey admin bar at the top so it will be out of alignment either when logged in or when logged out depending on how you set things up. There is no way to have the “body” move down with the content when the admin bar is present.
Sorry, this might be a little confusing.

It would either not align properly when logged in, or it would not align properly when logged out, and that, at least to me would be trouble.
