Can I set up a logo so it goes all the way across the top of my site. I’m using Rowling.

You should be able to do this using a Custom Header Image. You can read more about this here: https://en.support.wordpress.com/custom-header-image/

Hi folks, just noting this particular theme doesn’t have a custom header image option.
You could use CSS to add an image going all the way across the top, but you might run into trouble on different devices. If you choose that option, I’d recommend thinking of the image as a background image instead of a logo, as a logo could get cropped or distorted.
This theme has does have a logo option built in, though. It does not take up the full width of the page, but it looks nice and crisp whether you view the logo on a desktop, laptop, tablet, or phone. You can find that under Customize > Site Identity.

Thanks for your responses. What I want to do is to have a background image that spans the site title and tagline. Is that possible?

With Rowling that might be possible to do with Custom CSS, as @supernovia said, but it might not look good on all devices, and you’ll need the Premium Plan to use that.
If that’s important to you, it might be better to choose a theme that supports custom headers instead:
