  No blogger initiated advertising is allowed on free hosted WordPress.com blogs and there is no upgrade you can purchase that changes that. Please read this http://en.support.wordpress.com/advertising/

  You will need to hire a web host and set up your own self hosted WordPress.org install if you want to run your own affiliate ads on a blog. Doing that here at WordPress.com will result in your blog being suspended.
