Looking for a certain theme functionality

  I am looking for a theme that will allow me to have a static background picture and the content will scroll over the background. Does anyone know of a theme that has this layout and functionality?

  Every theme for free WordPress.com websites that I’ve checked with a custom background feature has the option of a fixed background, though some backgrounds display only as a border.

  Just to echo what musicdoc1 said, almost every theme has the option to add a background image and set it to a fixed position, via the Customizer > Colors. The positioning can be set after selecting an image and clicking the Options button:
