Looking for blog address change screen

I need to change my blog address. I did this once before and it work exactly according to the directions. Now, when I select “My Blogs” as directed (from the WP symbol in the upper left corner between Stats and Freshly Pressed) I don’t see the screen as depicted in the instructions. Instead I get one that is similar to (same as) what I see by selecting “Manage My Blogs.” I can’t seem to find the screen that gives me the option to change the name. Am I doing something wrong? Is this option still available? Thanks for any help.

I have the same problem as idbair. Where’s the option screen to change the name of my blog. I’ve changed some content but can’t find options to change headers!! Help!

When I click on Settings, there’s only My Account, Profile, Password, and My Apps. None of those have anything for General Settings. Anyone know what’s up with that?
