  Livechat is a feature of accounts with sites using paid plans at the host WordPress.com and not available if your site is hosted at some other host.

  (I didn’t type the “I don’t have a site linked to this wordpress account”..don’t know how that got there..)

  If you don’t get the option for Livechat then you are not logged in to the correct account that owns a Premium plan or higher.
