There is no permanent static IP address for any WordPress.com blog. All IPs are dynamic ie. ever changing. Therefore WordPress.com does not purport to provide static IP addresses. See here please https://en.forums.wordpress.com/topic/current-wordpresscom-ip-addresses?replies=3#post-2043582

Hi! Thanks for the feedback. I have since had my domain name point to the IP addresses of wordpress which says that the IP addresses are currently up to date. However, my site domain name is still not working. Hostgator says this not a problem on their end. Does this mean i have to purchase domain mapping via wordpress or is there another option?
Thanks! -
Hi Christine!
If you’re looking to use an existing domain with your WordPress.com account, you will need to purchase a domain mapping upgrade following the instructions here:
http://en.support.wordpress.com/domains/map-existing-domain/
Just a note, while we do suggest using name servers as our IP addresses can change at any time, our latest IP addresses are listed below:
192.0.81.250 66.155.11.238 76.74.254.123 192.0.80.250 76.74.254.120 66.155.9.238 192.0.78.16Let me know if your domain doesn’t start working once you purchase the domain mapping upgrade!

Hi Jeremey!
Thanks for you help. I’m still not sure why i have to purchase a domain mapping upgrade if I already have the IP addresses. What does this add on the backend?
Thanks! -
You cannot map to an existing domain without purchasing the upgrade.
WordPress.com provides free blogs and free hosting for them. WordPress.com does not accept domain name transfers but mapping to an existing domain can be done.Domain mapping of an existing domain URL that you already own and purchased elsewhere is not done free of charge. NOTE: You will have to renew the domain name purchase where you made it and the domain mapping purchase here every year.
Important Notes Before Upgrading http://en.support.wordpress.com/domains/#important-notes-before-upgrading
Mapping an existing domain costs $13. annually. In order to map to a domain one must have an underlying .wordpress.com subdomain blog to map from. If you have registered a .wordpress.com blog you log in as Admin under the exact same username account that registered the blog and purchase a domain name by purchasing an annually renewable domain mapping upgrade for the blog.
See here for mapping an existing domain that you already own http://en.support.wordpress.com/domains/map-existing-domain/
Dashboard > Store > My Upgrades is where you do the primary blog set up knowing it can take between 24 – 72 hours for domain name propagation to take place throughout the internet. You can view the DNS changes here > http://www.whatsmydns.net/ What’s important during that stage is to be patient.

Thanks for you help. I’m still not sure why i have to purchase a domain mapping upgrade if I already have the IP addresses. What does this add on the backend?
As Timethief mentioned, the domain mapping upgrade is required for the domain to work correctly. Certain elements like stats can get a bit messed up when you try to map a domain without the upgrade. It’s also required to setup things like Email Forwarding or use Custom DNS records for a third-party email.
Let me know if you have any additional questions!

Domain mapping does the little detail of telling visitors to your custom domain name – that show up at WordPress.COM which of the several million blogs here is yours, look at the mapping as a sign down the street pointing to your house for visitors
Hosts like Host Gator also charge for the equivalent of domain mapping but it is not a line item –
