Looking for the Plugins area

  I want to add a chat room for my blog but I don’t know how to do it. One thing I have found said I have to go to the admin area and click on Plugins, but I can not find it. How do I add a chat to my blog?

  The blog I need help with is: (visible only to logged in users)

  The only chat widget we can use is the meebo chat widget forund here > Appearance > Widgets which will be no longer available as of July 1st. There is no FTP access to free hosted WordPress.com blogs and we cannot upload any plugins.
