Looking for theme with similar capabilities

  I like the overlaid buttons in https://www.metrostlouis.org/ (Trip Planner, Schedules and Rider Alerts). These change shape and work very well with mobile. Is there a theme or plugin that has this capability? The site I referenced uses a custom theme, am looking for anything similar off-the-shelf.

  The theme you’re looking at on the Metro Transit looks to be a custom one: https://www.metrostlouis.org/wp-content/themes/Metro/style.css

  it sounds like you’re looking for a theme or plugin for a self-hosted site running on your own hosting, since I don’t see any WordPress.com sites on this account — is that right?
