  I cant seem to get into any of my settings to change anything. There are menus missing to access the pages to make changes

  Try manually resetting your plugins (no Dashboard access required). If that resolves the issue, reactivate each one individually until you find the cause.

  Since your site is self-hosted, for your self-hosted website you can find an answer on the WordPress.org support page at the link provided: https://wordpress.org/support/

  @testingchanel, the OP’s site is on WordPress.com on our Business Plan. Business Plan sites don’t show the WordPress.com admin bar or follow button, but they are still on WordPress.com and the WordPress.org forums won’t be able to help them. If you’re unsure if a site is hosted with us, please check the name servers on the domain. If they’re pointed at us, it usually means it’s a WordPress.com site.
