Lost access to my account because of 2-step verification – Need help again

I’ve already completed this form you mention several times, with my transaction ID and all the informations asked, but they ask me to change my password to “unlock” the situation. It doesn’t change anything because however I change my password, they still ask me to enter the code received by SMS on my old phone number that I don’t have access to.
It seems that the situation is lock in every step.
Can you help me ?
