lost admin credentials of 2018 wordpress.com site

I have been asked to update erifsalesinc.com, that was registered and built on wordpress.com by the owner’s niece in April of 2018. The owner has never logged in to the admin panel himself and has no idea what email address or password was used. Because his niece set up the account initially, he does not have the initial activation URL or key. No plugins or upgrades were used, so there is no possibility of a transaction ID. And the site was created before two factor authentication was a thing. Without the admin credentials, we cannot change the name servers so we can use the same domain with a different hosting provider so we can switch over to wordpress.org software and start fresh.
How do we proceed?

As the domain was registered here then a payment must have been made. Look in the banking history of the owner of the domain for a Transaction ID (possibly 1st June 2024) to help recover the account.
