go to the site you want to delete and see what was your username. Using your username, you can reset your password at https://en.support.wordpress.com/account-recovery/. If this doesn’t work, fill out the Account Recovery Form at https://wordpress.com/wp-login.php?action=recovery

It’s been delivered to the email address that is on the account owning the site in question. I can’t tell you what that email address is, though, as that’d be a violation of account security.

The email was sent to the email address on the account of the site’s _owner_, you are not currently logged in as the site’s owner, so the email would not have been sent to the email address on your account.

Unless you can regain access to the account which owns it, yes.

Only the owner of the site can delete the site.

How about the administrator account of wordpress? Are they not allowed to do it? I have I will present my I.D if needed allowing them to delete it

Administrators on the site are not the owners of the site.

The owner is the account that registered the site, unless that account specifically transferred ownership to another account.
