  Are you trying to install a third party theme? As something to keep in mind, plugins and third party themes are exclusive to our Business plan actually. If you’d like, you’re able to upgrade your plan at https://wordpress.com/plans

  For free sites, we have some great themes that are at your disposal to use! You’ll find free options here: https://wordpress.com/themes/free. With at least a Premium plan, you’re able to use both free and premium themes on that page. Hope that helps!
