  Why am I required to pay when I applied for a free domain

  Please share your WordPress.com site address to help you better.

  Yes, do not have to pay to launch a free site on WordPress.com.

  As you must have created your free domain name and while launching a site it gives you an option of selecting a paid domain but you can select the last option which says skip and continue with your free domain and your site will be launched.
