Magazine Basic Links & Links Widget Missing

I have the latest WP update, and the latest Magazine Basic. I have two blogs. My original is maggiesnotebook.com. My new is maggievillines.com
The second is set up exactly as the first, but in the dashboard the Links icon (looks like a link a chain is missing), and the widget Links is not listed. This means that I cannot add a link to use on a blogroll without going to a Text widget, and adding each.
Anyone know how I can get Link Categories (not Post Categories) back into the theme.

@maggiesnotebook, You are under the impression that WordPress.com and WordPress.org are the same. The functionally and use of these platforms are different.

Actually your issue isn’t theme-related. It has to do with the fact that the Links area was retired as of WordPress 3.5.
To restore it, you can add the Links Manager plugin, although it hasn’t been updated in a while:
