It’s not possible to have a file download automatically when someone follows your site on WordPress.com. Upgrading to a paid plan doesn’t change this – the blog subscription system we use on WordPress.com does not allow for any kind of customization.
If you want to give some kind of reward to subscribers, consider adding a newsletter signup to your site instead. Then you can configure your auto-response/confirmation email with the newsletter service itself to include your download link.

Another option is to make the file available on a password-protected page on your site, and then you manually send the password to new subscribers. However, keep in mind that we only show a follower’s email address to you if they sign up to receive email notifications only. If someone subscribes to your site via a WordPress.com username, you won’t have access to their email address at all, so you won’t have any way to follow up with those subscribers.
