Hi there. My site is btlowry.com. I’m pretty new to wordpress and don’t really understand the difference between wordpress.org and wordpress.com. I think the latter is based on your computer, while the former is fully online. I started a blog some time ago and signed up recently for the annual upgrade to drop the .wordpress from my domain name.
I’d like to offer a gift incentive for people who sign up for updates from my site. I’ve heard I can do this with mailchimp, but all the tutorial videos I’ve seen require a plugin that I don’t have, and I can’t seem to add new plugins. Is this a limit of the cloud version of wordpress? How can I overcome it? It’s a key part of my site and strategy.

Third party plugins cannot be installed on WordPress.com sites. This is a security risk as we cannot vet all outside code and it puts our users, their sites, and our servers at risk.
Plugins are only usable on self-hosted WordPress.org sites.
I know the difference between .com and .org can get confusing, so here’s a breakdown of the benefits of each:

Hi! Thanks for your quick reply and for asking about my needs.
I have a signup option widget on my website, which shows up in a side panel. That’s great, but what I’d like to do is offer people an incentive to sign up.
I have a short story which I’ve converted into a few different digital formats, and I’ve also recorded it as an audio book. What I’d like is that when people sign up, they automatically get some kind of option to download the story in the format of their choice.
I’m not fixed on mail chimp; in fact whatever the easiest, cheapest way to do this is, I’m totally happy with. Could you please tell me how I can do this with my current site without much hassle?

ps. I have access to a server where I can store the files, so I just need to be able to send people the links.

It is a nice incentive idea. But that is not functionality that WordPress.com offers itself.
If Mailchipm offers this functionality, then setting up an account and linking to your Mailchimp signup page as Thatrobyn mentions may be your best bet.
