I already know there are plug-ins for allowing visitors to your site to sign up and get notified of new blog posts via email. But is there a plug-in where visitors can submit their email address, get confirmed, and then the email address is simply stored somewhere, so it can later be added to a list for shooting out hand-typed emails?

You failed to post an active link starting with http:// to the blog you are referring to. Are you referring to a free hosted WordPress.com blog?
There is no FTP access to free hosted WordPress.COM blogs like the one linked to your username and we cannot install individual plugins into them. Those found on the internet are for WordPress.ORG installs which run on different software.
