  Howdy,

  Within WordPress.com, we have our “Follow” system, which you can add a Follow by Email widget to your site for those who are not members of WordPress.com.

  If you’re wanting to use a different mailing service, such as MailChimp or something along those lines, since we don’t allow custom code for security purposes, the best way to do it is to have a link to a sign-up form provided by the mailing service.
