Can I add a mailing list plugin, such as Mail Chimp, to capture e-mail addresses?

WordPress.com does not offer the option to install third-party plugins. If you would like more control over plugins and the option to install your own, a WordPress.org setup would be the best solution for you.

The standard method of inserting a MailChimp signup form uses Javascript and form code, which is not allowed on WordPress.com, for security reasons.
One alternative is to create a widget on the MailChimp site. Then, take a screenshot image of the widget. Afterwards, you can add the image to your sidebar in an Image Widget and link it to your MailChimp signup page.

So using the mail chimp widget I would be able to capture addresses in my mail chimp account?
Would I be able to upgrade my account to a WordPress.org site? And if so, what is the cost?

You’d be using the WordPress.com Image Widget to enter an image of the MailChimp widget. When the image is clicked, it will lead to your MailChimp form, where you can collect the visitor’s information.
