Maintenance Error when accessing dashboard

After downloading a plugin (http://wordpress.org/extend/plugins/user-role-editor/) I am no longer able to access the dashboard of my site. I am getting an error that says “We are performing some maintenance. Your dashboard is going to be unavailable for 4 hours.”
I think I can resolve this by deleting the .maintenance file from the root directory, but I cannot seem to access that for some reason/
Is there a way for me to delete that file or uninstall the plugin to allow me to access my dashboard again? If not, can you delete that .maintenace file on your end?
I think I could resolve this by changing the theme as well since the plugin that caused this error was installed to that theme, but since I am locked out of the dashboard I cant even do that.
Any help would be greatly appreciated.

First, we don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org. You can find out more about this topic here: http://support.wordpress.com/plugins/
