My credit card has changed so the billing isn’t up to date. I corrected it in my account settings, but am still receiving messages that the bill can’t be paid.

The site you mention, carrchellman.wordpress.com, belongs to the username, davincarrchellman, as @timethief also indicated. You need to be logged in as that username to renew the upgrades or update the payment details.
