Make Oxygen theme as accessible as out-of-the-box accesible themes

  I know there are many out-of-the-box screen reader (like JAWS) accessible sites, but the best theme (appearance, photo-size wise) for my new blog is Oxygen. Accessibility for vision impaired folks (incl. screen reader users) is a top priority. Does anyone know of really specific instructions (step-by-step) for making Oxygen (or, generically, other themes) accessible to screen reader users, at least the major content? Am I missing something that’s already there?
