Making a caption/title appear when you move the cursor over an image.

Hi,
When you post an image using Word Press which is clickable, taking you to another site, how do you make the name appear. For example, if it was a picture of a first aid kit, (which takes you to the help page of a site), how could I have the word help appear if I simply moved my mouse cursor over this icon and did not click on the image? An example is this very page, if you move the cursor to the “features” word, when you hold the cursor over it, a box appears saying “A sampling of the many features WordPress.com offers”
