Making a deleated URL available for another user

Hello,
We need help!
We deleted our URL that we were using for a test blog as a different part of our company needs to use it for their actual blog. We did this 5 days ago but wordpress still isn’t letting them own the deleted URL as it saying it’s currently in use.
Is there anyone who knows why this is and how to speed to process up? Is there a lag and how long does it usually take before a deleted URL can work again?
