Making a "Sticky" post

My “Publish” function doesn’t have a “Sticky” option. Is that because I have a free site? I want to post the “rules of engagement” for people visiting my page.

Every free hosted WordPress.com blog has the “sticky” post option in the Publish module on every post we create. See here > http://en.support.wordpress.com/posts/post-visibility/#sticky-posts

That’s my problem; I’ve visited that page and have deleted/reposed several times, most recently after your reply, and the image of the “Publish” dialogue box shown on that page doesn’t appear when I click the “Publish” button; it just posts. What am I missing?

1) The Publish button is inside the Publish module, so if you’re not seeing the module I guess you’re trying to publish posts via the “New Post” tool in the grey admin bar instead of via Posts > Add New in your dashboard sidebar.
2) For an already published post, you don’t need that module anyway: it’s easier to turn the post into a sticky if you go to Posts > All Posts (dashboard sidebar again), click Quick Edit under the post title, check the option “Make this post sticky”, click Update.
