  I want to make my own theme that I can create in photoshop. After I make the image file what do I do to get the theme published? Thanks

  You can’t do it that way at WordPress.com. It simply doesn’t work like that. All you can do is learn CSS, buy the CSS upgrade, and edit CSS to change the look of your blog.
